Under the ownership of Associated Newspapers, the Evening Standard was strongly associated with Channel One, the last high-profile attempt to run a local TV network.
Now controlled by the Russian businessman Alexander Lebedev, ESTV has won the licence to run local TV in the capital.
The London licence is expected to cover around 4 million homes and is the largest of the new local TV services. Branded London Live, the station hopes to offer micro local services to 33 London boroughs over broadband, as well as satellite and cable coverage.
Ofcom received 57 applications for following the advertisement to run 21 local TV stations across the UK.
The advertised areas were Belfast, Birmingham, Brighton & Hove, Bristol, Cardiff, Edinburgh, Glasgow, Grimsby, Leeds, Liverpool, London, Manchester, Newcastle, Norwich, Nottingham, Oxford, Plymouth, Preston, Sheffield, Southampton and Swansea.
The licence to run the multiplex itself has been awarded to Comux, the co-operative venture-backed by Canis Media.
