The Dutch telecom regulator OPTA has ordered UPC Nederland to supply information requested by YouCa, an independent company that wants to provide analogue and possibly digital TV services on existing cable networks as a reseller.
YouCa is interested in hiring capacity from cable companies and has requested information from UPC. The cable operator said that under current legislation it is not required to give YouCa access to its network and subsequently does not have to supply the information.
Although OPTA acknowledges that the information request from YouCa is not fully covered by any current access obligation, it has ordered UPC to supply technical background details and rates for transmission for digital television signals on the network.
With regards to the Open Cable access regulation, OPTA still has to publish its regulations.
