The Spanish regulator Comisión del Mercado de las Telecomunicaciones (CMT) has approved a number of measures governing the deployment of new fibre optic (new generation) networks.
The policy framework, which is one of the first of its kind in Europe, aims to provide legal certainty and transparency, as well as encourage investment, in broadband infrastructure.
The measures include a requirement for the incumbent telco Telefónica to share its broadband network with other companies in the provision of broadband internet services of up to 30 Mbps.
However, no such requirement has been placed on services over 30 Mbps as it was deemed this would discourage investment in infrastructure.
Although the cable operator ONO already offers 100Mpbs broadband access, fewer than 6% of internet connections in Spain are at present above 10 Mbps.
