The Moscow-based TV stations Moskovya and TV Center are now ready to be merged.
Kommersant reports that this follows a vote by the Moscow City Government.
TV Center, which is 99.31% owned by the city government, has shared the same frequency as Moskovya for a number of years.
The latter, which has been known as Channel 3, has recently seen several changes of ownership.
It was backed by Sistema from 2011 until July last year by Sistema, when the company sold its stake to the Central Oil Company for an undisclosed fee.
It has been wholly owned by city authorities since October 2012.
