
BT has confirmed that Clive Selley will step down as chief executive of Openreach and move across to lead BT International, in the latest senior management change under group chief executive Allison Kirkby.
Selley, who has run Openreach since 2016, will become CEO of BT International on 1 April 2026, replacing Bas Burger, who is leaving the group after 18 years, including 9 years on the executive committee.
His deputy, Katie Milligan, will take over as CEO of Openreach on the same date. In announcing the changes, BT said Openreach is on track to complete a £12bn (€13.8bn) full fibre programme to reach 25m premises.

Katie has been with Openreach since 2009 and, before becoming Deputy CEO, was the company’s Chief Commercial Officer, driving its commercial strategy and leading customer relationships.
The leadership switch comes as Openreach faces sustained pressure from alternative fibre builders, while wholesale line losses continue to be a key focus for the business.
