
Italy’s communications regulator Agcom has approved updated guidelines on the prominence of audiovisual and radio “services of general interest” (SIG), replacing the 2024 framework and setting out how public-interest TV and radio must be surfaced across modern user interfaces.
Platforms must ensure SIG visibility on all relevant devices and UIs—connected TVs, set-top boxes, dongles and box sets. In addition to the existing, standardised DTT access icon, home screens must include a dedicated rail featuring: icons for the five national online SIG providers (RAI, RTI/Mediaset, La7, Sky Italia and Warner Bros. Discovery Italia); a “Local TV” icon; a “Nationals” icon for other national SIGs; and a “Radio” icon giving access to radio SIGs available on TV screens.
The guidelines also extend relief to radio in vehicles: all analogue and digital broadcast radio services are included in the SIG basket for car radios and infotainment systems, recognising radio’s universal, free-to-air role and value in emergencies. Agcom stresses that while SIG prominence is mandatory, users must retain the ability to customise their interfaces, in line with the European Media Freedom Act.
Background: the update replaces Resolution 390/24/CONS (October 2024) and builds on the 2024 DTT icon rules set in Resolution 259/24/CONS. Agcom consulted on revisions during 2025 before finalising this week’s decision.
