Poland’s National Broadcasting Council (KRRiT) has written to broadcasters and operators telling them to comply with must carry/must offer rules.
Wirtualne Media reports that must carry assumes that must carry requires operators to include the channels TVP1, TVP2, Polsat, TVN, TV4, TV Puls and regional TVP services in their offers.
At the same time, broadcasters must offer these services to operators free of charge.
Disputes have nevertheless arisen and the addressees of KRRiT’s letter include TV Puls, TVN, Polsat, TVP, Canal+ Polska, and Cyfrowy Polsat.
Failure to comply with must carry/must offer can result in fines being imposed by the regulator.
These could amount to 50% of the annual fee paid by a broadcaster to use a frequency or 10% of a broadcaster’s revenues from the previous tax year.
