The Russian State Duma has adopted at its first reading amendments to the law “On Communications”.
According to ComNews, they will require cable operators to provide Roskomnadzor with access to their networks so that the regular can install equipment to ensure the channels they distribute comply with Russian legislation.
It adds that currently around 60% of channels and programmes distributed exclusively by cable in Russia are not monitored.
Although the authors of the bill have assured cable operators that they will not incur any additional costs, both experts and lawyers are convinced otherwise.
Indeed, some believe it is aimed at destroying small operators providing pay-TV services.
