The Romanian regulator ANCOM has ruled that RCS&RDS (Digi) should open up its infrastructure in the city of Oradea to all other providers who wish to use it.
In a statement, it says that this should be done in accordance with conditions it sets out.
These conditions, which are “in compliance with the principles of non-discrimination, proportionality and objectivity”, will also apply to those providers already using RCS&RDS’s infrastructure.
ANCOM points out that its decision is based on the fact that RCS&RDS’s infrastructure in Oradea has been built with the support and participation of the local public administration. Therefore, the technical and economic conditions under which access to this infrastructure is achieved are subject to approval or, in this case, are set and imposed by ANCOM.
