The Spanish regulator CNMC has launched a public consultation into the new conditions of wholesale access to Telefónica’s fibre-optic network.
In a statement, it says that the wholesale offer is one of the obligations imposed on the telco by CNMC after it approved the regulation of wholesale broadband markets.
CNMC adds that last February it approved this regulation, which allows other operators access to Telefónica’s fibre-optic network in areas wheer there is insufficient competition.
The regulation forced Telefónica to provide virtual access to its network (known as local NEBA) in areas declared to be non-competitive, representing 65% of the population.
In other areas, representing 35% of the population, located in 66 municipalities, the CNMC considered there was sufficient competition as they were served by at least three opeartors with next generation networks.
The consultaion will be open for two months.
