According to Mediafax, it will be operated by the Constanta-based studio Cinethronix and authorised to broadcast in Bucharest, south-eastern Romania and internationally in Bulgaria.
It adds that the channel will make its debut in two months time and produce 80% (20% educational and 60% cultural) of its own programming, with the remaining 20% obtained from other producers.
The channel will be on air for 24 hours daily, with 12 hours of its schedule allocated to re-runs.
Start-up costs will be €80,000 and it will be financed mostly by advertising.
The latter will be supplemented by European funds, expected by March 2017.
