Russia has no plans to strengthen the regulation of OTT services, believing the existing legal framework to be sufficient.
Speaking at the Expo Comm Russia conference and quoted by TelecomDaily, Mikhail Bykovsky, the director of the department of radio management and communication networks at the Ministry of Communications, added that partnerships between operators and OTT providers are likely to be actively developed.
Indeed, over half of operators have already built such partnerships and now no more than 5% of operators operate their own OTT services.
At present, OTT services in Russia come under antitrust and sector regulation and the Ministry of Communications regards this as sufficient.
Bykovsky added that the ministry is currently discussing only one issue, namely be identification of users.
