The Romanian regulator ANCOM has issued the technical and economic terms for access to Netcity, a fibre-optic network serving the capital, Bucharest.
In a statement, it says that these measures have been proposed after taking into account an analysis the regulator performed that the current terms for access “do not fulfill the requirements of non-discrimination, proportionality and objectivity provided by the law”.
It adds that the notice of approval allows four months for performing the amendments and completions required by the authority.
The Netcity project has been beset by controversy since being first agreed in 2007 and was due to be completed last year. It has been developed by a company named UTI Systems, which is part of the UTI Group
