CAEC 2013 – Prague. Cable operators and alternative carriers need to make an effort to be more present in discussions taking place in the European regulatory framework, according to Fabio Colasanti, president of the Institute of Communications (IIC).
Speaking at the opening of the Czech Association of Electronic Communications (CAEC) conference in Prague, he added that the reality is that although the EC places great store in transparency it doesn’t work so well in practice.
Indeed, the reality in the telecom sector is that in Brussels the only voices heard are those of the incumbents. Colasanti covered the areas of tweaking the current framework; scope of the regulatory framework; competition; and the internal market.
In the case of the regulatory framework, he said that the convergence to IP is stimulating debate about whether regulation should only be about the transport of bits.
However, regulators would not favour this as it would reduce their scope for action by half. In the case of competition, academic studies at Harvard have shown that excessive competition in the telco sector may not have the desired effect.
Meanwhile the debate on the internal market will see the EC make decisions this October.
