CABLE CONGRESS 2012 – BRUSSELS. Georg Serentschy, chair of BEREC 2012 (Body of European Regulators for Electronic Communications), has told the Cable Congress Policy Session, that platform competition is the most effective way to drive competition and speed up progress.
“Next Generation Access is not directly dependent on how close a country was to the process,” said Serentschy, giving the example of the development of NGA systems in non-members Norway and Sweden, compared to the lack of progress in other, unnamed, member states.
Serentschy said it was not an option to force price changes onto traditional copper wire services. The market only worked on a supply and demand basis. Consumers should be given clearer terms and conditions and be given the tools to check they were receiving the service that was being paid for.
He emphasised that it was the role of the regulator to take into account the needs of the operators and form a bridge with the needs of the consumer.
