Ofcom has given details of the release of spectrum as part of the digital dividend created by analogue switch off. The regulator says 128 MHz of UHF spectrum will be available in 2009 suggesting that it could be used for ultra-fast mobile broadband; mobile television or more digital TV services. However, it seems likely that telecoms companies will be better placed than their TV counterparts to secure the capacity.
In a new consultation document Ofcom says it proposes to release the spectrum in a way that will promote competition and innovation. The tradeable licences would allow users to determine the exact nature of the technology and services they provide.
The regulator is stressing that I is not an objective to raise funds for the Exchequer and that it is not a factor that it can take into account owing to its statutory obligations.
The spectrum will be released in phases as digital switchover proceeds through until 2012.
