The Polish national commercial station TVN has made a complaint against TVP to the European Commission (EC). In its view, the funding of the public broadcaster through both advertising and receiver licence fees goes against European law and is by its very nature anti-competitive. In the complaint, TVN raises a number of issues, among which is an accusation that TVP discriminates against private broadcasters seeking access to its programme archive. TVP has already dismissed the complaint, adding that in the case of the archive it dates back over 50 years and has to be maintained at considerable expense.
