The Belgian government is allowed to apply must carry rules to secure carriage of Flemish TV channels on the cable networks in Brussels, according to the Solicitor General of the European Court of Justice in Luxembourg. His statement was made in a case between the Belgian government and cable operators UPC, Coditel, Brutele and Wolu TV.
Such rules secure the right of people to access programming and information in their own language, but should not be used to discriminate against foreign broadcasters. Among the Dutch language channels concerned are TV Brussel and VTM.
