The Portuguese regulator Anacom has asked PT Comunicacoes, the unit of Portugal Telecom responsible for its infrastructure, to include Naked DSL (NDSL) in its offer from the end of October. NDSL will allow customers to subscribe to broadband without the need to contract or maintain a fixed telephone service. In Anacom’s view, this will stimulate the take-up of broadband in Portugal, as well as provide impetus to the MVNO market at a national level and promote triple and quadruple play offers. The regulator points out that two-thirds of the countries in the (old) EU 15 already have NDSL.
