Poland’s Office of Communications (UKE) has imposed a fine of PLN1 million (€259,550) on the France Telecom-backed incumbent TPSA for placing data transfer limits in its access agreements (Bitstream Access) with other operators. It has also ruled that subscribers to ADSL services offered by such operators should be treated no differently to those of TPSA in terms of the product they receive. This February TPSA lifted all download limits for over 1.6 million subscribers to its Neostrada ADSL broadband Internet access service and doubled access speeds for some 360,000.
