Orange España has signed a wholesale agreement with Telefónica to offer fibre-optic services throughout Spain.
According to El Economista, it covers both regulated areas, as is mandatory by regulation, and 66 localities that are open to competition.
The agreement follows a similar one announced last week between Telefónica and Vodafone.
Orange plans to be able to offer fibre-optic services 14 million homes by 2019 as opposed to the current 10 million.
Orange also has its own fibre network in the regulated area.
Broadband TV News notes that last year the regulator CNMC called on Telefónica to open up its fibre network to competitors in an area covering 65% of the population.
This encompasses the regulated areas, with the wholesale broadband commercial product now offered by the incumbent being called Neba.
