Netflix is to take the well trodden path by launching its proposed service for France from neighbouring Luxembourg.
Les Echos reported Wednesday that Netflix has taken an address at 13-15, avenue de la Liberté as its legal base for the streaming service, slated for the autumn.
The paper says a meeting between the US company and Aurélie Filippetti, Minister of Culture and Communication, and Olivier Schrameck, president of CSA, made clear the issue was regulatory rather than related to any rules on taxation.
At issue are demands that broadcasters invest in content acquisition once €10 million turnover is reached; and the pre-financing of films after €50 million.
RTL in particular has set the precedent of broadcasting from Luxembourg into neighbouring countries; a practice that has continued even with pan-European broadcast legislation.
