Spain’s State Council has criticised a Royal decree paving the way for pay DTT services.
According to El Pais, the Council believes the decree has no legal basis, violates the law of contacts with the Administration and does not meet the needs of the audiovisual sector.
In the Council’s view, thetext of the decree drafted by the Ministry of Industry essentially changes the terms of the licences of three companies – Veo TV, Net TV and La Sexta – that broadcast free to air.
These terms do not apply to Telecinco, Antena 3 and Sogecable, which were awarded licences in 1989.
